Far more important than who leads the enquiry is ‘ The Terms Of Reference’ .. … no matter how qualified or dedicated the team members are if they are forbidden to follow all lines of enquiry and not allowed to take evidence from victims concerning the actions of individuals/ abusers, the truth will never be told. Concentrate on the terms of reference.
